Awww. :( Help needed? I was hoping he meant it, but he says he didn't.?

So my best friend/ex-boyfriend texted my last night saying he still loved me. I still have feelings for him, and he knows that, but idk how he feels. Like I guessed...he was drunk. He says people say things they don't mean when they're drunk. Is this true? Do you think he might have really meant it and is just scared to tell me the truth?
