Is the Samsung SC-D963 a good camcorder? What about the Aiptek Pocket DV3100?

These two camcorders are my top picks for a new camcorder because they are small, but powerful. I don't know how powerful they are though. I ran a few encoding simulations with Windows Media Encoder to see if the Pocket DV3100 was worth it, but I couldn't decide. Please answer my question, and tell me if they are worth it. THX.
